speaker 1: hello, and welcome to the hubzoneapplication demonstration. we wanted to provide you, our resource partners, an inside viewof the hubzone electronic application. any firm seeking hubzone certification must completethis application in order to obtain hubzone status. we want to remind you that if thefirm is prepared as discussed in the earlier presentation, meaning it's searched our website,it read the frequently asked questions, it collected the documents needed on that website,it can submit its application in less than an hour. it also will know it's hubzone status,if it's collected that information, utilized the calculator to determine the firm's principaloffice and 35% requirements, then it's ready to submit this application.i'm going to start with the demonstration.
once the firm logs into gls and accesses thehubzone link, it will land on this page. the important document request link has the documentsrequest listed by the company's structure, so proprietors, partnerships, llcs and corporations.certain documents will require, that must be submitted, must have the date of electronicverification included. for instance, if the firm submits its application and completesthe electronic verification today, then the company's utility bill must include that date.the company's payroll must include this date. the lease agreement for the principal officeand any employees that are providing lease agreements of evidence of residency must includethe date of electronic verification. as we said earlier, preparation is everything.sba will collect this document request after
the firm's submission. the firm has a shortwindow to respond to that document request. it's important that they have the documentsat hand when they're submitting the application. we have determined that one in five applicantsmust withdraw their application after the electronic submission, because it failed tocollect the documents prior to submitting the application.after the firms reviewed the document request list, gathered all the required documentsthat they would need to complete the application, we strongly suggest that the company reviewsour hubzone electronic application guide. the application guide provides applicationprocessing assistance to the companies. it provides the firms with the hubzone eligibilityrequirements, how the program determines hubzone
eligibility, how to start the applicationprocess, the electronic application. it will walk the company through each section of theapplication. the qualified hubzone, the general business information section, ownership andcontrol section, financial information, hubzone employment statements, affiliation. it willgive them the notice of verification. it helps the company to determine how to complete theapplication process. it also provides the regulatory requirements of the program, aglossary of definitions, and a security and confidential considerations information.once the firm has read the application guide and has collected all the documents and isready to submit its application, it will select this link. this security advisory is to allowthe firms to verify that they are using the
right settings and browser requirements. ifthe firm needs any help with these two issues, then they would select this link here, andfollow the instructions on how to fix the problem. if the firm doesn't have a problem,it will go to the next page. map advisory. this page alerts the firm thatin some cases, the map will display a different status than what, i'm sorry the applicationmay display a different status than what the maps display. we are aware that this is anissue, and we included a text box that the firm can use to explain the discrepancy thatthey find, if they find one in the application. the firm can continue to the next page, tostart the application process. again, it is important that the company readsthe hubzone application guide. it can select
any of these links for more information. forinstance, this verifies if they're in the hubzone, it takes you to the hubzone map.if the firm needs to verify another location or if it's not certain that an employee isa hubzone resident, it would use this map to make that determination. we also have theprincipal office and the employee links available on this page. these two links will take thecompany to 13 cfr, if they need to find out what the definition of employee means, theycan go to the section that these regulations define, where they define the definition ofemployee or principal office, etc. the firm may also select these links thatwill take them to 121, our size regulations, and it will discuss primary industries andwhether the type of services that the company
provides under that naics code, is it a servicecompany? is it a construction company? is it a manufacturing company? etc.we want to ensure, once again, on this page, that the company has read the applicationguide, that it understands the small business size standards and ownership and control andaffiliation, financial information that's needed. this application must be completedin a single session. again, that is why preparation is very, very, very important. applicationscan not be saved. we're moving to page 1 of the application.page 1. this page requires that the firm discloses to sba all of its company locations. thisis how we determine principal office, based on the number of locations and how many employeeswork at each location. if this is not the
firm's principal office and if the firm hasother locations, then it must select yes and then go into the sam to register the otherlocation or the correct principal office location. if we find that the company does have otherlocations after they submitted an application, it will need to provide detailed informationon those other locations as well. if the firm doesn't have any other locations, it willselect no. this page collects the number of employeesat each location that the firm has. if it has another office location, if this is it'sprincipal office, then it is where the company needs to include the number of employees thatperform their work at that principal office location. again, if the company had anotherlocation, it would be listed here. the company
would have had to include the number of employeesthat worked at the other location. for this particular company, we're going to say 9 employeeswork at the principal office location and 12 work at job site locations. that's wherethey perform the majority of their work. this page identifies the firm's principaloffice, which is a washington, d.c. address and this duns number. this company apparentlyonly has one office location. the total number of employees at the principal office is 9.the total number of employees that perform the majority of their work at job site locationsis 12. the total number of the employees is 21. if this is correct, the firm should continue.if not, it can start over, and include the correct numbers.this page requires the firm to attest that
this is its legal business name. sba willnot accept applications using dbas or fictitious, assumed, fictitious names. if this isn't thecompany's legal business name, then the company must return to sam and update its legal businessname in their system. if this is the correct name, then the firm would proceed to the nextpage. the company must verify its principal officelocation on this page. we ask, does this address appearing above represent the principal office?if no, the firm would go into sam and update its principal office address, and return backto the application once that's complete. if this is the address, then the firm will proceedto the next page. sba's hubzone electronic application also reminds the companies atthis point, our definition of principal office
is where the greatest number of employeesperform their work at a single location. if this isn't correct, the firm can cancel theapplication at this point or it can proceed, if it so choose to.we want to verify the duns number, that this duns number is the number that representsthe principal office address. if it's not, the company needs to return to gls and putthe correct duns number in or location for the correct duns number in the system. ifthis is the correct number, the firm can continue. the company must confirm its primary naicscode. is this the firm's primary naics code? if not, the firm must go back into sam andupdate its primary naics code. if it is the primary naics code, the firm may proceed withthe application.
this page requires the firm to certify thatan authorized officer is inputting the information into the system. if this is not an authorizedofficer, the company can end the application, or if it is, they can move to the next page.next, we're going to collect the firm's contact information. the contact person can be anofficer of the firm. it could be one of our resource partners. it can be whomever thefirm identifies as the contact person for the firm.section a: location in a qualified hubzone. except for tribally owned firms, all otherfirms must have a principal office in a hubzone. that is the location where the greatest numberof employees perform their work. as you can see on this page, we also have links to theregulatory language that the firm can review
at any time. in the case of this applicant,it looks like none of the areas, that the firm doesn't quality in any of the hubzoneareas or the types, for the geographical location is not qualified. however, the map apparentlytold the firm that they were hubzone, so the firm can put the notes in this section aswe talked about back a couple of slides back, with the map advisory. they can explain whyit disagrees with this mapping determination, and they can continue with the submission.if this is not the firm's mailing address, the firm can have a principal office and amailing address. it can be different from the principal office, or it could be the same.if the firm wishes to change the address here to a mailing address, it can do so at thistime. we're going to add the contact information
again, because the system requires it, andwe'll proceed to the next page. this gives them the opportunity to decide if they wantto retain their mailing address or change it. in this case, we're going to maintainit. section b: general business information. wewant to know the firm's business structure. is it a sole proprietary? is it a partnership?is a corporation, or an llc? in this case, we're going to select partnership. we wantto know if the firm is for profit or a non-profit. the only time a company will be certifiedas a hubzone firm as a non-profit is if it's a small, agricultural cooperative. any othercompany must be for profit. if the firm is not a for-profit company and it's not a smallagricultural company, it can cancel the application.
we're going to proceed with this.we want to know the firm's business established state, the state it is operating out of, thebusiness fiscal year-end. we also want a description of the firm's services and products. pleasenote that the primary naics code, the size standard and the description of that naicspopulates into the application. ownership by other entities. ownership byindian tribal governments or community development corporations, alaska native corporations orsmall agricultural cooperatives would be identified in this section. if the firm is a indian tribally-ownedfirm, then it would select yes. only the indian tribal government, only firms owned by oneor more indian tribal governments or wholly owned by a corporation that is wholly ownedby one or more indian tribal governments,
this type of firm is the only firm that hasa waiver that it can absolutely not have to meet the 35% of principal office requirementat the time of hubzone submission. it can either meet it or not meet it at that time.if it chooses not to meet it, then it has to select this waiver here.it must certify that when performing a hubzone contract, at least 35% of its employees engagedin performing their contract will reside within the indian reservation governed by one ormore of the indian tribal governments. a hubzone and indian reservation are adjoining whenthe two areas are next to and in contact with each other. the concerned will also maintainthat applicable employment percentage stated above during the performance of any hubzonecontract that it receives, but in this case,
we're going to indicate that it's not ownedby an indian tribal government. it's not owned by a cdc. it's not owned by a alaska nativecorporation or a small agricultural cooperative. size and hubzone residency information. ifyou recall, we had a total of 21 employees that worked, a few worked at the principaloffice. others worked at the job site locations, and the total number of the firm's employeesthat work the minimum of 40 hours per month at the time of application was 21. now, thecompany has to include the number of employees that work a minimum of 40 hours per monthwho reside in a hubzone at the time of application. if the firm has not done its homework andit doesn't have the correct number of hubzone residency, it will receive this notice.we let them know in advance that this is the
percentage that you are meeting with the numberof hubzone residents, and the total number of the firm's employees. this could resultin, it will result in the decline. the firm can proceed if it selects okay, or it cancancel at this time, and go back and do the research necessary to determine whether itmeets the 35% requirement or not. in this case, we're going to assume that the companywas prepared, because it did its homework. it used the office calculator and the 35%calculator to make this determination. we also want to know the average number of employeesduring the last year, 12 months, for the firm. we collect the firm's average annual revenuesover the last three years. we want to know if the company has been debarred,suspended or excluded and ineligible by any
federal agency or any department. if yes,the company would need to complete this information, the date of the action, the type of action,was it debarred, suspended, excluded or other, and the agency that's taken the action mustbe included. section c: partnerships. this is our ownershipand control section. this is where we collect the information on the people that own andcontrol the applicant firm. in this case, this is a partnership, so we're going to includethe name of each general partner, limited partner or officer. we're going to includethe type of ownership. in this case, he's a general partner. we're going to also wantto know the citizenship of this partner. if this person isn't a citizen, then this warningwill pop up. the firm will be declined if
it's the only owner of 51% or more, becauseit's not a citizen. the firm could proceed with the application or it could cancel itat this time. we want to know, does this individual haveinterest in any other business. if yes, then this section must be completed. we need thebusiness name, the type, the position or title, the percentage of ownership that the individualhas in this other business, the address, the state, the zip code. we also want to knowthe average number of employees that this affiliate has, and the average revenue thatthe affiliate has. we want to know, does the applicant firm share facilities and/or equipmentwith this other firm? i'm sorry. we've got to get something right here. find the number.what number? okay. we're having just a slight
technical issue. wow. i'm going to pause.in this case, we're going to determine that john doesn't have any other interests in anyother business, and no other business shares facility, equipment or personnel with theapplicant firm. we want to know if this individual has beendebarred or suspended. it would have to include the same information that the company hadto include, date of action, type of action, and the agency taking the action, if it iscurrently debarred. because this is a partnership, we need to select next individual, to includethem in this section of ownership and control. jane doesn't have any affiliations. she isa u.s. citizen, and she has not been debarred. she's not currently debarred or excluded fromfederal departments or agencies, so we'll
go on to the next page.this is the last question, confirming the percentage of ownership and control. we wantto know, is the firm at least 51% owned by u.s. citizens? if the firm indicates no, thenthis note will pop up. once again, it advises that with the exception of these types ofbusinesses, all other businesses must be at least 51% owned and controlled by personswho are u.s. citizens. if yes, we move to section d, the financial information.we need the firm's last fiscal year date, the tax return filing date, total receipts,net profit, current assets, fixed assets, other assets and liabilities. if a companyis a startup company and it doesn't have financial information, they must utilize this fieldhere to explain why it doesn't have any financial
information, and move to section e.this section is the hubzone employment, individual data employment information. the firm is certifyingthat it has researched the resident status of its employees and has determined that atleast 35% of all individuals employed on a full-time, part-time or other basis so longthat individual works a minimum of 40 hours per month, are hubzone residents. if a firmhas not done this research, then it will receive this notice. once again, it can end the applicationor it can proceed. again, this is the company that was prepared, so it has researched.it also asks them to confirm that it's calculated the hubzone residence using its employmentrecords as of the date of the application, and will ensure that the records and all otherpertinent information are maintained to document
that at least 35% of its employees are hubzoneresidents. if it has not done this, this notice will populate. the firm can cancel. again,this is the company that was prepared, did its research, reviewed all of the documents,and it does meet the 35% requirement. section f. sba advises the firm of the differenttypes of affiliations that may occur, and the regulatory link that they can select foreasy access to where it defines affiliation. an affiliation can occur between a joint ventureagreement of the applicant firm and another company, franchise or license agreements,stock holding, partnership, membership or other ownerships, identity of interest, sharingof equipment, facilities and employees, sharing or using special licenses, bonding assistance,and other contractual relationships could
cause affiliation.the company has to address these issues. does the firm have one or more affiliate interestsin any other business? no. does any other entity have one or more affiliate interestin the applicant firm? if the answer is yes, the firm will receive this notice. it advisesthem, at least 51% of the ownership and control must be by individual citizens, with the exceptionof the businesses we talked about before, anc, indian tribal governments, cdcs or smallagricultural co-ops. we'll proceed to the next page. because thisfirm does have an affiliate, it would need to complete this section with the affiliate'sname, the affiliate's street address, the city it operates in, the state, and the zipcode. the affiliate type is another business.
the affiliation is based on the ownershipand sharing equipment, so their company must identify the type of affiliation here. wewant to know what percentage of voting stock, interest or ownership does the applicant firmhold in this affiliate, and then we want to know what percentage of voting stock, interestor ownership does the affiliate hold in the applicant firm?if the firm is owned in whole or by part by any one of these type of entities, then thefirm would select yes. if not, it will select no. again, it reminds us that the small businessact provides that a hubzone small business concerned must be owned in part by one ormore indian tribal governments or corporation wholly owned by one or more indian tribalgovernments, cdc, anc or small agricultural
coop, or at least 51% of u.s. citizens mustown the business. we want to know the average number of employees for the past 12 monthsof the affiliate, and the average revenue. once the firm completes this page, it willproceed to the next page. i'm changing this affiliate information, because this firm wasprepared. it doesn't have an affiliate, so we can move on to the next page.once the firm completed section f, it will receive this critical notice. it's extremelycritical that the company reads it. it is important that the firm verifies the accuracyof all information contained in the application. once the application submission process iscompleted, the application can not be changed. our regulations do not provide for reconsiderationof sba of a denial of certification resulting
from the information contained in this application.if the firm is declined, it must wait 90 days before reapplying. please note, if it withdrawsthe application after submission, it can reapply at any time, but in this case, once again,this company was ready to submit. it determined that it met all eligibility requirements.this is step 3, the notification of verification. the individual identified in this sectionwill be the person that authorizes. they will receive an email that tells them, "you canreview this application. you can edit it. you can cancel it, or you can complete theelectronic verification." in this case, we're going to select jane as the highest-rankingofficial to authorize and receive this notice. the firm will see this notice to tell them,"please wait while we submit your application."
once this screen completes this process, theapplication will land in our system, hcts, hubzone certification tracking system, asa logged application. we want the company to print a copy of thisapplication and keep it in its files. if the company had any potential declined factors,we want them to know what they are. in this case, we know it was a mapping discrepancy,but the company will still receive this notice that there is a decline factor, although thecompany was able to give us an explanation and disagree with what the map populated intothe application. they can proceed to the next page.on this page, the firm's application number is identified. this is its reference number.if they need to ask any questions by email,
they should always include their applicationnumber and the name of the firm. the company can edit its application at thistime, or it can authorize from this link and not have to wait for the email to arrive,or it can cancel it at this time. if the company wants to have a view of the submission, itcan display the application, and see exactly all of the information that was input. here'sthe disagreement that the company included, because the display in the application isdifferent from what the firm was, what the results that the map gave the firm prior toits submission. the company can print this application out and keep it in its records,and complete the authorization so that it can be in our system as a received application.we want the firm to look at this checklist
and check off what they have completed. haveyou printed your application? if not, print it. in order for us to proceed with the application,you must ensure that an officer has identified an authorized officer in step 3 to completethe electronic verification. if this is not done within ten calendar days, the applicationwill be removed from our system. the firm can click finish to proceed. this will endthe application submission process. thank you for participating in this session,and we're now going to return back to the [clean apps 00:39:19] presentation.
